A Spanish shield, divided at the base with silver and blue; in the upper field, three golden oak leaves arranged in a pall, joined at the base, accompanied by 3 silver five-pointed stars.
The three oak leaves symbolize the turbines of the Pļaviņas HES, which are turned by the waters of the Daugava River. The three stars represent the three historical regions of Latvia: Latgale, Kurzeme, Vidzeme. Below is the silver Daugava River.
