The shield of the coat of arms is gold, and the green hill depicted at its bottom symbolizes the city of Talsi, which extends over nine hills — Pilskalns, Ķēniņkalns, Leču kalns, Tiguļu kalns, Sauleskalns, Baznīckalns, Krievragkalns, Vilkmuižas kalns, and Dzirnavkalns. From the hill comes a flesh-colored hand holding a green wreath, which are symbols of strength and power.
